Rationale: This metric focuses on core, domain-independent metadata (the domain- or discipline-specific metadata should be covered by corresponding R1.3 metrics). A repository should adopt a schema that contains properties of core metadata, while data authors should take responsibility for providing it. Core metadata is the minimum descriptive information required to enable data discovery, including citation information. This information can be based on common data citation guidelines and metadata recommendations for data discovery, depending on the community.
